I have a humicase and have a few questions.
1. How many drops of activation liquid are we supposed to add to the pods?
2. How often should we the drops?
3. Is there a risk of fret tarnish due to close contact of the center pod?

As for tarnishing, there should be none as long as water does not drip onto the guitar. Be sure not to soak the pods excessively.
Here is the pertinent information from those instructions:
ACTIVATION INSTRUCTIONS
FIRST: Remove round humidifier units from both the case lid and under the guitar head area. Note: The sponge inside each unit has been pre-treated with a compound that attracts and holds moisture.
TO ACTIVATE: Saturate each sponge with approximately 1 oz of Activation Solution (1/2 of a small bottle) through vent holes and allow to fully absorb for at least 15 minutes. Remove excess moisture before re-attaching the units inside the case.
TO MAINTAIN: Check periodically and recharge with Activation Solution as needed. When the contents of the two small bottles of Activation Solution have been completely absorbed, continue to recharge for three to six months (depending on usage) with Activation Solution or distilled water. For best results, after three to six months reactivate again with replacement Activation Solution according to above directions.

ok, i have to ask this: what is activation solution? i visualize that it is something akin to dehydrated water--just add water and you get: water. what does activation solution activate? the sponge? this thus begs the question: is the owner of the guitar sponge worthy? :P
